I can only speculate that it is because of the way the body of the car is raised at the rear end. Check out the rear fenders, the shape of the openings should follow the shape of the wheels.
However, if a rear-wheel drive conversion was made that's exactly the effect one would get.
I have modeled that sort of Cords, and thereafter Hupmobile/Graham, which were rear-wheel derivates of the Cords. Raising and tilting the Cord body forward was one of the things that I had to do with the model. The same applies to baby Duesenberg, it is rear-wheel drive and the body is tilted. And that exactly the visual effect with this car that you will get.
There of course may be other explanations of the way the car on the photo loook.
Besides some people are able to make extremly clean rear-wheel drive conversions, that are not possible to detect from outside. Check out Ray Exton's Cord!
