Yeh this has taken me the best part of a month to figure,ok.
First you need your tyre. Then go to editable poly and select all of the faces where the tread is going to be.then you need to use a material with just your tread on and assign it to the selected faces.after that select a uvw map to your selected faces and make sure it looks nice. After that.go back to editable poly and select the faces that the sidewall need to be on.then make another tyre material but this time with a sidewall texture in the bump map slot.Make sure you chnage the material ID to 2 on this one.apply the new material to the selected side faces, after that apply another uvw map and make it allign but make sure you select Material ID on 2 for this aswell. Then after its all done.go back to the tyre and deselect all of the faces.(or press 6)after that apply a vray displacement mod and set irt to 2d thing(cant remeber the name)and drag the map from the tread into the none slot on the displacement. Then your done you just have to disable the map in the material now so it dosnt show the texture but shows the displacement.

After writing all of this i must say that this is the worst thing you probably could use for your tyre.It takes long to render and dont even look that great. You might aswell model the tyre then apply bump map to the sidewall.Hope you understand ok
