I'm having quite weird problem. Tooltips are not showing up. They popup normal for the "mother" button but when the "child" menu opens the tooltips are not showing up when I move cursor over icons. This is quite annoying since I really cant remember anymore what button does what

So does anyone know what's wrong?
Oh, I'm using the 4.0 version and those tooltips were working when I last time modeled something :?
I haven't changed anything at my computer since last time when those tooltips were showing up correctly so I dont understand whats wrong
