Yeah I checked all those but nothing helped. But one thing that fixed the problem was that I just simply rebooted my computer
. After that those tool tips worked just fine. Just checked and now they are not working but hopefully after reboot they work... I think that this problem might be caused by OS(win xp)... maybe some problems with windowing or something...

Works just fine again after reboot(altought bit slow but at least it works )... weird problem....
