i have some experience with cylinders of the same radius intersecting. it's hard to keep the joing perfectly circular and isn't always possible but i've achieved it with splines and radius. as for getting them off center or with different radii as i see in your picture, it would appear to me that you would need and incredible amount of polygons to handle it but it should be possible to cut/snap/boolean your way through it. hope this is of some use
