As everyone knows default GTA lightning is very bad and makes all look dull and flat. Russian guy Boris Vorontsov has made very nice upgrade to it and now SA looks way better almost like GTAIV. Below one screenshot and more at his

GTA forums aswell. Warning doesn't work well on older systems, mine lags like hell on 800*600. But there is solution how to get it to work well on older pc's like mine
Got this from GTA Forums, it deactivates Ambient Occlusion which slows old pc's. Now I can enjoy this great mod myself too, already tested it and daym
With these settings bloom's value is too high for my taste but you can lower it by decreasing BloomPower
