you're talking about the glare like in this pic...

or in this pic?

Well, one way I found to do it, is to keep your render darker than usual, and make sure the highlights are very bright on your car.. almost pure white.

Then you can use a Blur Lens Effect, the default settings should be close to adequate, however you might want to decrease the feather radius and global size or whatever they're called. and tell it to apply via illuminance, and not whatever the default is. that should kick up a glare over your materials based off of how bright it is. Next thing to do is to boost up the amount to 97% and brighten to about 50-70%.

this .mat is from max 6.0. this shader is from jeff pattons's website. it was used in one of his .max's that you can download from his website. Yes multemediaman's said technique is also a way to do that. the cornell box example of max uses the same technique, except standars scanline, but those effects are applied to the rendered image so works.

for some reason they hid the mental ray glare shader in max, to get it you just had to delete the word "hidden" in one of the files...

just search for a file called lume.mi in your max install directory, open it in wordpad, fine Glare, and then delete the "hidden" entry under it, then save it
