Shift Dragging - Question

Ok, well im doing a Fiat 500 Tutorial and anyway, i need to shift drag the plane to clone it do i? I Press shift then drag, it says Clone to element, so i select that, and the plane doesnt appear, only the dots do. Does anyone know my problem i can't go any further until i get this sorted out. Thanks in advance

I think that you need to shift-drag the edges, not the whole poly
