depends how you're going to model them, and that will determine how you texture them.
if you're gonna model the insides out some, ith just a textured surface, so the shape looks correct, like gran turismo does, then you'll need to have just a photograph of the headlights, as taken on an overcast day, preferably with lots of cement or other neutral tones on the ground the vehicle is parked on. That'll be your base texture, and then of course, you'll have a very transparent, reflective, usually dark gray base color material as your headlight's glass
if you're modeling the headlight out solid, then all you'll need is the headlight texture, as described before
Then there's always modeling the whole headlight out, in which case, you just need to create the appropriate materials...
