Move Tool,Rotate Tool ,Scale Tool Problems

Hi all ,
i Got Some Problems whith these tools ,so can anyone help me to solve those problems ,
for my bad english and everything to show more exactly i made these prints and explanation in it so here it it :

am not sure.. but try deleting ur pref folder n restart the program.. keep a backup of the folder just in case.. Might work..

usually when you have view port specific problems, it's a matter of video card drivers, Make sure you are using the latest drivers for your card.
