Technically speaking, the midrange 9xxx series of nVidia cards are superior to both the 360 and PS3s graphical capabilities. Cell falls to a disadvantage because it uses CPU cores to clock in separate aspects of the same engine. If you don't know what that means... I'm not going to explain
Plainly speaking though, the PC is the ideal platform for a simulator. Genre comparisons will show this, PC gamers prefer more technical, complex affairs, moreso than people who play on consoles because those games are easier to get into for a quick half half hour and then put the controller down for a month. The largest failing of cross-platform games that get ported to PC is that developers do not invest time and effort into creating a more playable experience for us PC players. Oblivion was case in point, as is Assassin's Creed. Games where the interface, the mechanics and the experience is geared toward simple control, cut-down graphics and somewhat simple motivation such as platformers like Devil May Cry. BioWare is being careful with this, they're reworking the control and UI systems so that PC players can actually feel like it's a PC game instead of being shown a 360 controller before going ingame and having the UI explain which gamepad buttons do what.
I loved GTR, the sequel and the rest of the Simbim titles, it'd be a dream come true to have a Gran Turismo on PC so I can finally use my racing wheel to full potential. You have no idea what a pneumatic clutch means for a racing game >x3
