1) go under "select----color range" ....and select the brightest part of your picture (usually the whitest pixels)

2) with the still active selection press CTRL-J and photoshop creates a new layer with all the brightest pixels of your image.Rename this new layer "glow"

3) put the blending mode of this new "glow" layer to "screen"

4) with the "glow" layer active go under filters "blur----gaussian blur" and move the blur amount slider until the preview gives you a nice soft glow"
